Catarina Milagre is a Portuguese lawyer with over 10 years of experience in international law​,​ environment​,​ energy​,​ climate​,​ and real estate. She has advised governments​,​ public entities​,​ and private sector actors on complex regulatory frameworks​,​ concession contracts​,​ ESG strategies​,​ and international arbitration. Catarina has worked across Europe and Africa​,​ including training sessions for the Ministry of Energy of Mozambique on public-private partnerships and dispute resolution in the energy sector.
