As Chief Legal & Risk Officer at Liberty Tire Recycling, North America’s largest tire recycler, Mr. DeCarlo provides strategic counsel to the Board, executives, and senior leaders on legal, compliance, risk, environmental and governance matters. With over 20 years of experience advising high-growth private equity and public companies across industries, he specializes in M&A, commercial transactions, corporate governance, regulatory compliance, and enterprise risk management (including insurance). A strategic leader, he excels in assessing complex risk-reward scenarios, delivering pragmatic solutions, and guiding organizations through transformative transactions. His background includes managing M&A deals up to $750M, building legal teams from the ground up, and navigating enterprise risk at scale. Prior to his corporate leadership roles, he practiced law at K&L Gates (Am Law 100), held a business role at the Software Engineering Institute at Carnegie Mellon University, and served as a U.S. Army Combat Engineer and later a Psychological Operations Officer in the U.S., Germany, and Iraq. He has BS in Operations Research with a minor in Mechanical Engineering from the United States Military Academy at West Point, NY and a joint JD​/​MBA from West Virginia University.
